Washington, DC also has a very large black population and sizable gay community, both of which are targets for AIDS medications. Washington is also the seat of the American government that is a leading promoter of the fear of HIV and AIDS around the world and the consumption of toxic antiretroviral drugs as the dominant means of addressing both treatment and prevention."
